The movement for Southern Sudanese people since it inception in 1955 at Torit army mutiny before Sudan paddled her own canoes from the external protectorate will sooner shape it own mental envision of it independency possibly under dare youth of Southern Sudan.
Government of Southern Sudan through local control in earliest days does not aim for complete separation of South Sudan from North Sudan and that was why they created their self government and representation within it and also enhance trust that South Sudanese have credibility, accountability and full potentiality to rule them and run their affairs efficiently and effectively.
It is an inner urge to become our best possible self to live on our finest level as Southern Sudanese has an inner drive toward personal greatness and Southern Sudan in the mental picture of that drive.

As per now the obstacles to local rule arise not only in the transferences of authority but also in the tendency toward separatism within the movement of localities control by monolithic rule.
There are many people of good will in the Sudanese societies in the North who think that marginalized communities should sever if the relationship with government are torn with bad image and non willingly to plunge in and implemented all modalities which have been agreed and signed by national and international witness in Naivasha Kenya .
However, brothers and sisters who participated all along with South Sudanese for matters of emancipation under the tyranny regime of some individual in the North part of the country felt neglected if South Sudan fate in separation, Areas such as Blue Nile and Southern Kordofan.
To reiterated that point I envisage in your minds, it is not good feeling my dear brethrens of mentioned transactional areas above, Southern Sudan under capable leaders cannot and will not override you in that matter, those areas like Blue Nile and South Kordofan are strongly protected by Popular Consultation agreed under all partners and Southern Sudan after her independent will hundred percent work hand in hand with you to realized your vision ahead.
The government of Sudan challenges these separatism ideologies and instead seeks an inclusion of localities South and North into the general government by implemented what have been agreed by the partner, through expedite demarcation process between South-North border of 1956and Abyei border concurrently with formation of Abyei Referendum Commission.
South- North border which lead fear to jeopardy CPA in the long run process also played big role in disintegrated Sudan, because Sudan Government still take us for granted like our chief of 1947. There are two sources which encouraged us as Southern Sudanese to vote for possible independent in the upcoming referendum, one is the ideology which repeatedly said by Northern Politicians that if Southern Sudanese secede they will butcher themselves and two is dishonored of borders demarcation.
Separatists tendencies in the movement for independent South Sudan and marginalized groups become higher and higher due to oxygen pumped in us to separate by unionists who doesnt know pragmatic approach in the hand leave me situation.
If Sudan never agreed to arise in new basis or dimension of secularism preached here and there by our strong leaders in the Northern Sector than your word of Unity enter on our deaf ears.
Therefore, for South Sudanese and others marginalized group at large the ideas of separation tendencies is outgrowth of a decade of civil wars erupted after one or another and their strategy of creating South Sudan as new nation is inevitable.
SPLM and other Political forces in the South which was organized during the war time to encouraged collective action and define South Sudanese identity, in the movement under the auspices of SPLA was able to bring South Sudanese and other marginalized group in the North and the South together in political action on the basis of such New Sudan John Garang dreams.
They also served as simulation of social and political institution and gave people a chance to experience what politics is, and how humanistic values would require different social institution.
In addition this movement was of strategic used for the probed to find whether established government could accept this institution of the people by granting them legal and political authority.

The direction of this approach was not separatists, but integrationist. The South Sudanese community was already separated since they were excluded from the power and seeking to come into society with the power of independent institutional authority.
Yet in emphasizing parallel movement rather than trying to gain control of existing government institution it erred for when establishment power refused to grant them authority the resultant frustration and bitterness forced them toward separation in the upcoming referendum.
For the state cannot transfer public authority like education to political group and other social amenities which does not have legal control of the territory that institution serves. That is the essences of private power in Sudan institutional authority goes with territorial control and other one power cannot hold the institution if another power hold the territory. As a result of the emphasis of institutional rather than territorial authority and representation the course of parallel movement dwelt too heavily on cultural identity but did not achieve institutional authority for the expression.
The political frustrating in Sudan which ensued stretched cultural differences to the point of political separation. For although culture is intrinsically exclusive territorial authority is not stress on local territorial authority and representation at the provinces level would have better served the interest of South Sudanese political power than parallelism which led only to a powerless culture.
The sources of separatism in Khartoum regime is the rejection of political liberty right to govern in favor of civil right for liberties personal freedom from government.
This emphasis diverges from South citizens strategy to gain power to govern them as prescribed in the agreement.
The government from Northern part of Sudan abandoned the right to govern for privileges of economic pursuits because Southern Sudanese were out of the economy early in the game their only option is to seek political control to legislate themselves back in.
The strategy of Khartoum liberal politics opposite it aims to increase its political power through it economic role. The South Sudan radical politician faces an essential problem from Khartoumers if we view in juxtaposition the cultural separation of the South Movement and the North Fixation in the central economic power in Sudan . We see s a powerful tendencies excluded the South Sudan in national order. It is important to understand that south separatist polemic is often intended.
